Challenge
Signal Orchard is a fictional civic technology company building tools for public service teams. Its experiments with generative AI had produced clever demos, but product, policy, and customer teams did not share a view of where the technology should help or how to judge a useful result. Enthusiasm was growing faster than confidence.
Approach
We helped the team move from a list of possible tools to a set of decisions about the work itself. Together, we traced a few high-friction customer journeys, identified where judgment needed to stay human, and built lightweight experiments that made the trade-offs visible.
Results
In this fictional scenario, Signal Orchard left with a short list of promising use cases, a shared review practice, and language for explaining why an experiment should continue or stop. Teams could explore new capabilities while keeping accountability close to the people who understood the public context.
